         The purpose of this procurement is to acquire mobile voice and data communication services in Portugal and abroad in roaming, and equipment (devices) for mobile communications. Because of the nature of the services needed, EMSA couldn"t identify at least five operators on the market that could be invited and potentially would all be able to provide a bid for this procurement procedure. As such it was decided that the open procedure shall be used. Using this type of procedure allows opening the procurement to more than the minimum 5 as in the case of middle value procedures. Using the open procedure would enhance competition within the market and the possibility of receiving higher quality tenders is increased.
