Provision of shore-based Automatic Identification Systems (AIS) equipment to ENP beneficiary countries
The objective of this procurement procedure is to identify a suitable supplier for the purchase of shore-based Automatic Identification Systems (AIS) equipment to be delivered to ENP partner countries.
EMSA is currently assisting the following ENP partner countries: Algeria, Egypt, Israel, Jordan, Lebanon, Libya, Morocco, Palestine and Tunisia in the Mediterranean region and Azerbaijan, Georgia, Islamic Republic of Iran, Kazakhstan, Moldova, Turkey, Turkmenistan and Ukraine in the Black and Caspian Sea regions.
The shore-based Automatic Identification Systems (AIS) equipment shall be transported and delivered by the contractor to the requesting ENP partner countries as per the relevant Specific contract.
The overall aim of this procurement procedure is to conclude a Framework Contract for Supplies for the purchase of shore-based AIS equipment, consisting of a maximum of 10 (ten) shore-based AIS stations and a maximum of 4 (four) Central nodes.
Contact between EMSA and the tenderers is prohibited throughout the procedure, save in exceptional circumstances and under the following conditions only:
(a) Before the final date for submission of tenders:
(i) At the request of the tenderer, EMSA may provide additional information solely for the purpose of clarifying the procurement documents.
Any requests for additional information must be made in writing and sent to the following e-mail address: [email protected]
EMSA is not bound to reply to requests for additional information made less than 6 working days before the deadline for submission of tenders.
(ii) EMSA may, on its own initiative, inform interested parties of any error, inaccuracy, omission or any other clerical error in the procurement documents.
(iii) Any additional information, including that referred to above, will be published on EMSA’s website in the Procurement section. The website will be updated regularly and it is the tenderers’ responsibility to check for updates and modifications during the tendering period.
(b) After the opening of tenders:
(i) If clarification is required or if obvious clerical errors in the tender need to be corrected, EMSA may contact the tenderer provided the terms of the tender are not modified as a result.
